Interlock device in Florida?

my sister lives with me. she is eligable to get her license reinstated after 5 yr. revocation (2nd offense within 5 yrs). we went to DMV today and had notarized court papers with us showing the court did NOT indicate interlock necessity. guy at DMV said state mandates. my sister does NOT have a car and no money to buy one at this time. i was told I can put it on MY car (even though she will never be driving it) for the year - which means I'D have to blow into the thing every time I use my car. Any chance her lawyer can do anything about this??? and would MY insurance go up??? Will MY insurance provider be notified of the interlock device? omg what a mess, we thought even though she was approve for hardship license 4 yrs. ago if she waited the 5 years she would just get her license reinstated. no one ever said otherwise. can anyone help me with answers to these questions? thank you so much
