How Do I start a bill to mandate harsher sentences for child murderes in indiana?

My two 23 month old nephew was murder in feb 2011 at the hands of mothers boyfriend while she was at work, he may be able to plea out to 50yrs 25 with good behavior how do i pass a bill that will get child murders more time in the state of indiana
