Ok so my internet connection is slow?

my internet connection as it says in my system summary is 768 kbps incoming and 384 kbps outgoing. I recently went to speedtest.net and my average download speed is around .65 Mbps. i think that is 650 kbps right? but when for example im downloading a game and my download speed is only around 75-86 kbps! and same thing for my upload its around 32 kbps!
