Can someone explain this (health care act)?

It's basically saying it's a civil offense and fine, not criminal. Sort of like filing your taxes, but not paying. You cannot be criminally charged, but can be fined under civil law. I would guess they would have to get a civil court judgement before they could seize assets or garnish wages. But hard to tell with the government.
