Why is NATO's performance in Libya so pathetic?

Pls, this is NOT a place to talk/discuss/fight about whether it's right or wrong for NATO to be bombing Libya. My question is, they are there, but why but are they doing such a lousy job of it. The UN mandates them to use all necessary means to protect civilians. Yet they don't effectively stop most attacks. In fact, they don't respond to the majority of them. It is because they don't have the resources? Are they deliberately doing this to slow something down?
